CSU/PIQE Matching Funds Agreement
 



The California State University (CSU), as part of the Economic Impact Study and its communications and advocacy strategy, has set a goal of raising the percentage of students eligible to enter the CSU from underserved communities.

The Parent Institute for Quality Education (PIQE) has a goal of assisting California parents of Latino arid other underserved student populations to help prepare their children to achieve a university education.

Because of the common goals of both institutions, PIQE and the CSU have agreed to enter into a collaborative relationship (the "Project") for the next three calendar years, beginning January 2006, with the following understanding:

1. The Project
The Project shall include, but not be limited to, the identification of targeted parents that will receive training and resources related to the education of their children. The mission of the Project is to bring schools, parents, and community together as equal partners in the education of targeted California children. The Project is intended to help parents
create a home learning environment, navigate the school system, collaborate with teachers, counselors and principals, encourage college attendance and support a child's emotional and social development.

The Project training shall be conducted by PIQE staff and trained facilitators at locations across the state to best reach the targeted parents. The current course content is customizable for each parent and includes curriculum such as home/school collaboration, motivation and self-esteem, communication and discipline, drugs and gang's awareness, and college and career election.

The Project will include the participation of the CSU and its campuses assisting PIQE in delivering the Project as identified in this Agreement.

2. Funding:
Each organization will commit funds to support the Project. The CSU shall commit and deliver funding to its campuses equal to twenty-five thousand dollars ($25,000) each per calendar year, for three consecutive calendar years. This funding shall be used to support the Campus expenses and efforts conducting the PIQE Project on or through that campus. PIQE shall provide matched funding for each of the three calendar years, in support of
the PIQE efforts and expenses to carry out those activities related to the respective CSU campuses where PIQE is conducting it activities.

3. CSU Office of the Chancellor Responsibilities
The Office of the Chancellor will encourage campus presidents or their representatives to participate in PIQE activities such as attending graduation ceremonies of PIQE parents in their areas. As appropriate, campuses will be encouraged to communicate directly to parents its support and commitment to the PIQE Project in their locale.

 
CSU/PIQE Matching Funds Agreement
PIQE is hereby authorized to use the CSU logo on communications and collateral materials subject to the review of the CSU Office of the Chancellor.

The CSU shall provide collaborative services to PIQE in the area of fund raising for the Project. Such collaborative services may include writing letters to individuals and corporations about the Project, identifying potential Project supporters, meeting with
Project supporters and PIQE, and allowing PIQE to use the campus name in their correspondence on a case-by-case basis. The individual campus must secure campus approvals for the use of the campus name, in advance.

4. CSU Camus Responsibilities
The campuses will provide to every child of a graduate of PIQE a college specific identity type card that will identify the child as a child of parents completing the PIQE program and may contain other privileges as determined by the campus.

5. PIOE Responsibilities
PIQE shall be responsible for all operational aspects of the Project. PIQE shall provide an annual report each of the three calendar years on the results of the program.

PIQE shall also be responsible for all fund raising activities. PIQE shall identify to the CSU Office of the Chancellor a generalized accounting for the Project funds raised and expenditures associated with each campus related to PIQE's $25,000 per-campus, per calendar year, matching commitment.

6. General Indemnity
PIQE agrees to indemnify, defend and save harmless the CSU, its officers, agents and employees from any and all claims and losses accruing or resulting to any other person or firm from the actions ofPIQE, its representatives, volunteers or contractors furnishing or supplying work, service, or supplies in connection with the performance of work or
service under this Agreement, and from any and all claims and losses accruing or resulting to any person, firm or corporation which may be injured or damaged by the PIQE in the performance of this Agreement.

7 .Termination
The CSU may terminate the Agreement and be relieved of any responsibilities herein with thirty (30) days notice to PIQE.

8. Use of Data
PIQE shall not utilize any information, not a matter of public record, which is received by reason of this Agreement, for pecuniary gain not contemplated by the terms of this Agreement, regardless of whether PIQE is or is not under contract at the time such gain is realized.

9. Notices
